Changes in this update:
- Enable the Jieba segmentation plugin via a new JIEBA option (default on).
- OpenCC now requires C++17: USES compiler:c++11-lib -&gt; c++17-lang.
- Regenerate files/patch-CMakeLists.txt for the reorganized upstream tree.
- Add files/patch-cmake_GitVersion.cmake so the release tarball (which
  ships without Git metadata) reports 1.4.1 instead of 1.4.0.
  Obtained from upstream commit c23e743702f4.

GTK2 and GTK3 options aren't working properly: even if disable GTK2, it
gets re-enabled GTK2.

Improve port:
- Replace PORTVERSION with DISTVERSION.
- Fix warnings from portclippy.
- Set dependency from ecm as build.
- Convert CMAKE_ARGS to CMAKE_ON and CMAKE_OFF.
- Replace ".if ${PORT_OPTIONS:M***}" with new style options.
- Remove unnecessary KDE_MAN_PREFIX - it have default value.
- Remove description of Qt4 module from pkg-message.
- Use DESKTOPDIR in pkg-message.

To achieve this, add a temporary hacky knob KDE_MAN_PREFIX to allow ports to
override the man installation dir. Once Uses/kde.mk migrates to share/man, this
knob will be removed.

What's new in at-spi2-core 2.45.1:
* Atk and at-spi2-atk are now merged into this project.
* Now requires meson 0.56.2 and glib 2.67.4.
* at-spi2-atk: Expose the accessible hierarchy via dbus introspection.
* Properly escape the AT-SPI bus address; fixes warnings about the address
  not containing a colon (!55).
* Add a text value to AtspiValue, so that a value can expose a textual
  description, as in the new Atk value API.
* Add atspi_event_listener_register_with_app, to allow an event listener
  to be registered only for a given application (!52).

- accessibility/atk and accessibility/at-spi2-atk have been merged into
  accessibility/at-spi2-core

- accessibility/at-spi2-core: bump consumers of removed ports atk and at-spi2-atk
