The normal build works for me, but "make test",
or poudriere-devel builds on FreeBSD 14.0-RELEASE amd64 under
WITH_TESTING=yes, fail for me in the test phase.
Fix two compiler bugs that LLVM/clang asserts:
* lib/tests/stdboosterror.h poses a most vexing parse,
resolve by switching to C++11 uniform initialization
(GCC 12 or 13 disambiguates by resolving to variable init.)
* lib/tests/test_wordtokenizer_main.cpp sees LLVM/clang complain
about unresolved operator<< (needs to be defined earlier,
so move the declaration up) (couldn't test with GCC)
Serialize tests/Makefile:
* tests/Makefile* causes "No such file or directory" errors when
running with MAKE_JOBS, so patch a .NOTPARALLEL into the Makefile.

Segno is a pure Python QR Code generator with no dependencies.
This package implements ISO/IEC 18004:2015(E) "QR Code bar code symbology
specification" and produces QR Codes and Micro QR Codes with nearly no effort.
It supports the Structured Append mode which splits a message across several QR
codes.
Segno (Italian for "sign" / "symbol") provides several serialization formats
like Scalable Vector Graphics (SVG), Encapsulated PostScript (EPS), Portable
Network Graphics (PNG), Portable Document Format (PDF), Netpbm (PAM, PBM, PPM),
LaTeX (PGF/TikZ), X PixMap (XBM), and X Bitmap (XPM) etc. None of these
serializers require an external lib. Further, it provides several high level
functions to create QR Codes which encode contact data (vCard, MeCard), EPC QR
Codes, or WIFI QR Codes.

While gettext is not an actual runtime dependency (remove in
06d7ae5e1cadb765ad367b412e6366cca866eac5) it is actually a build
dependency, as the build system uses msgexec(1) binary. the buildsystem
does not fail in case of errors, so if msgexec is not present on the
system while building the port it results in corrupted .mo files.
