o mod_log_config and mod_log_config-st conflict in and of themselves
o also, without anchors, they break the SED magic in Mk/bsd.apache.mk
rather then affect all ports, drop AP_GENPLIST and tweak it accordinly

Add mod_log_config-st 1.0.
mod_log_config-st is a patched version of mod_log_config by Sonke
Tesch. It's fully backward-compatible and it adds logic to give
other log writers a more detailed view of the data to be logged.
