To enable icqnd plugin, start your licq
and go Options/Plugins and  enable/load
the icqnd plugin.
You can also edit ~/.licq/licq.conf and
edit for your needs, ex. :
[plugins]
NumPlugins = 1
Plugin1 = icqnd
