Add basic tests for chflags, mkdir, rcp, and rmdir

Add basic command line parsing test coverage for these utilities. The tests were automatically generated based on their man pages. These tests can be expanded by hand for more thorough coverage. The aim is to generate very basic amount of test coverage for all the utilities in the base system. This will make a number of things easier in the future, as well as (finally!) avoiding the Id-smashing problem which has plagued developers for so long. Boy, I'm glad we're not using sup anymore. This update would have been insane otherwise.
