This will make a number of things easier in the future, as well as (finally!)

$(DESTDIR)/$(LIBDIR) (I need SHLIBDIR. The / was a bug and the
$(...) style was inconsistent.)

Install ordinary libraries in ${DESTDIR}${LIBDIR} instead of in
$(DESTDIR)/$(LIBDIR).

Change remaining $(...) to ${...}.
