Releases prior to 5.3-RELEASE are omitting the secure/ and crypto/ subdirs.

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore.  This update would have been
insane otherwise.

This is useful in a number of circumstances :
 - you have (a) stupid modem(s) that assert(s) DCD too soon.
 - you have dialin users with stupid diallers and poorly
   written chatscripts. (esp. some Winsock diallers)

BSD/OS also has this capability.
