rounddown2 tends to produce longer lines than the original code and when the code has a high indentation level it was not really advantageous to do the replacement. This tries to strike a balance between readability using the macros and flexibility of having the expressions, so not everything is converted.

This change eliminates a number of cases where mbuf consumers must be aware of whether or not mbufs returned by the allocator use external storage, but also assumptions about the size of the returned mbuf. This will make it easier to introduce changes in how we use external storage, as well as features such as variable-size mbufs. command register. The lazy BAR allocation code in FreeBSD sometimes disables this bit when it detects a range conflict, and will re-enable it on demand when a driver allocates the BAR. Thus, the bit is no longer a reliable indication of capability, and should not be checked. This results in the elimination of a lot of code from drivers, and also gives the opportunity to simplify a lot of drivers to use a helper API to set the busmaster enable bit.
