We will be switching to a new arm64 uart cpu driver that handles both FDT
and ACPI. As such pull out what will be the common parts of the FDT cpu
detection to a new function that can be shared between them.

This was intended to be a non-functional change. It wasn't. The commit
message was thus wrong. In addition it broke arm, and merged crypto
related code.

Revert with prejudice.

This revert skips files touched in r316370 since that commit was since
MFCed. This revert also skips files that require $FreeBSD$ property
changes.

Thank you to those who helped me get out of this mess including but not
limited to gonzo, kevans, rgrimes.

Make some UART consoles to not spin wait for data to be sent.

At least with Tx FIFO enabled it shows me ~10% reduction of verbose boot
time with serial console at 115200 baud.
