netgraph(3) points to #include &lt;netgraph/netgraph.h&gt;, which is kernel only.
The man page refers to the user-space part of the netgraph module, which is
located in &lt;netgraph.h&gt;.

<title>pkgbase: Create a FreeBSD-utilities package and make it the default one</title>

The default package use to be FreeBSD-runtime but it should only contain
binaries and libs enough to boot to single user and repair the system, it
is also very handy to have a package that can be tranform to a small mfsroot.
So create a new package named FreeBSD-utilities and make it the default one.
Also move a few binaries and lib into this package when it make sense.

Otherwise concurrently running threads may inadvertently use the same
token for different messages.

Preserve the behaviour of disallowing negative message tokens, but allow
a message token value of zero since this simplifies the code a bit and
tokens are documented to be non-negative.

This both avoids some dependencies on xinstall.host and allows
bootstrapping on older releases to work due to lack of at least 'install -l'
support.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.
