Adds new counters and events for family 17H devices.
Adds libpmc support for family 17H devices.

Direct commit to 11 as this is supported by way of JSON
counter descriptions on 12 &amp; HEAD.

This was intended to be a non-functional change. It wasn't. The commit
message was thus wrong. In addition it broke arm, and merged crypto
related code.

Revert with prejudice.

This revert skips files touched in r316370 since that commit was since
MFCed. This revert also skips files that require $FreeBSD$ property
changes.

Thank you to those who helped me get out of this mess including but not
limited to gonzo, kevans, rgrimes.

pmc.atomsilvermont(3): fix manlint warnings

Start new sentences on new lines.

Sentences affected by the change are wrapped at &lt;80 columns. Other
potentially offending lines have been left alone to reduce churn.
