Don't gratuitously pipe thru a cat(1) if NODOCCOMPRESS.

Only create _stamp.extra when necessary.

Get rid of SOELIMPP and OBJS.

Use Groff version of soelim(1); we need its -I option
for the following to work.

Don't needlessly chdir to SRCDIR.  Only a few documents
need CD_HACK, and those that need it either use refer(1)
or .PSPIC macro which internally uses the .psbb call.

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore.  This update would have been
insane otherwise.

Errors in document processing are almost never passed back to `make'.

Removed the requirement for having an obj directory.  fig.2.3.n
previously had to live in obj/.
