'sc->levels_buf' is initialized with malloc(M_WAITOK), so can never be
NULL. Another sysctl handler function (cpufreq_curr_sysctl()) already
relies on that.

cpufreq doesn't have any child drivers, so calling bus_generic_probe
was a nop.

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch

Before this device unit number match was coincidental and broke if I
disabled some CPU device(s). Aside of cosmetics, for some drivers
(may be considered broken) it caused talking to wrong CPUs.
