This would allow interested parties to do experimental runs with an
environment set appropriately to raise all the warnings throughout the
build; e.g. env WARNS=6 NO_WERROR=yes buildworld.
Not currently touching the numerous instances in ^/tools.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

Now when a lib is marked as PRIVATELIB it is renamed into libprivate$foo instead
of being installed in /usr/lib/private and playing with rpath.
Also allow to install headers for PRIVATELIBS in that case the headers will be
installed in /usr/include/private/$foo
Keep the headers under a private namespace to prevent third party build system
to easily find them to ensure they are only used on purpose.
This allows for non base applications to statically link against a library in
base which is linked to a privatelib
Treating PRIVATELIBS as regular libraries allows to push them into our current
compatX packages if needed.
While here finish promotion of libevent as PRIVATELIB

UCL is heavily infused by nginx configuration as the example of a convenient
configuration system. However, UCL is fully compatible with JSON format and is
able to parse json files.
UCL is used by pkg(8) for its configuration file as well for the manifest format
in packages, it will be used in base for the pkg boostrap (signature checking
and configuration file parsing.)
