net/irrd: Update version 2.3.10=>4.0.8
- Change LICENSE to BSD2CLAUSE from BSD4CLAUSE
- Utilizes UID and GID irrd for 252
- Take MAINTAINERSHIP
- Mentioned in UPDATING
- Both irrd-legacy and irrd can bes installed and run concurrently
