Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

Add an idletime user group that allows non-root users to run processes
with idle scheduling priority. Privileges are granted by a MAC policy in
the mac_priority module. For this purpose, the kernel privilege
PRIV_SCHED_IDPRIO was added to sys/priv.h (kernel module ABI change).
Deprecate the system wide sysctl(8) knob
security.bsd.unprivileged_idprio which lets any user run idle priority
processes, regardless of context. While the knob is still working, it is
marked as deprecated in the description and in the man pages.

This is a MAC policy module that grants scheduling privileges based on
group membership. Users or processes in the group realtime (gid 47) are
allowed to run threads and processes with realtime scheduling priority.
For timing-sensitive, low-latency software like audio/jack, running with
realtime priority helps to avoid stutter and gaps.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.
The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.
No functional change intended.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

- use warnx() to tell the user whether a process is running in normal,
idle or realtime priority. with the old code it would have been possible
for another process to send data to stdout between
printf("%s: ", p);
and
printf("* priority\n");
and thus break the formatting.
- 'rtprio 10 -0' triggeres non-intuitive behavior. It would first set the
priority of itself to 10 *and* would then try to execute '-0'. Of course,
setting the priority of [id|rt]prio itself doesn't make a lot of sense,
but it is intuitive compared to the previous behavior.
- 'rtprio -t --1' will actually pass over the '-1' to rtprio(). Now
invoking rtprio like this will catch the wrong usage before passing
over the invalid argument to rtprio().
- Garrett Cooper suggested to add further diagnostics where the failure
occures, if execvp fails.
